About: The American Rescue Plan delivered $350 billion for eligible state, local, territorial, and tribal governments to respond to the Covid-19 emergency. Funds were allocated to address systemic public health and economic challenges that have contributed to the unequal impact of the pandemic, including drug overdoses.

Collaborative Crisis Response and Intervention Training Program

COPS Anti-Heroin Task Force (AHTF) Program

Summary: The Fiscal Year 2023 COPS Anti-Heroin Task Force (AHTF) Program is a competitive award program designed to advance public safety by providing funds directly to state law enforcement agencies in states with high per capita rates of primary treatment admissions for the purpose of locating or investigating illicit activities through statewide collaboration relating to the distribution of heroin, fentanyl, or carfentanil, or to the unlawful distribution of prescription opioids.

Drug Data Research Center to Combat the Overdose Crisis

About: This opportunity provides funding to create a regional drug data research center that promotes the collection, analysis, and dissemination of information critical in response to the overdose crisis and impacts of opioids, stimulants, and other substances.

Institutions awarded under this solicitation and their respective data research centers will work with the FY 2022 Drug Data Research Centers to Combat the Overdose Crisis-funded center at the University of Alabama and will serve as both a model and technical advisor to translate this model to other regions in the United States.

HEALing Communities Study (HEAL) NIH Heal Initiative

About: The HEALing Communities Study test the integration of prevention, overdose treatment, and medication-based treatment in select communities hard hit by the opioid crisis. Mentoring for Youth Affected by Opioid and Other Substance Misuse

About: With this solicitation, OJJDP seeks to enhance and expand mentoring services for children and youth impacted by opioids and other drug misuse. OJJDP aims to assist youth and their families negatively affected by opioids and other substances, especially youth in historically marginalized and underserved communities who will benefit the most from prevention and intervention programs. The program’s goal is to improve outcomes (such as improved academic performance and reduced school dropout rates) for youth impacted by opioids and other substance misuse through mentoring. Multiple categories available.

State Opioid Response Grants (SOR)

Provided by: Substance Abuse and Mental Health Services Administration (SAMHSA)

Eligibility: Available to all 50 states.

About: The program aims to address the opioid crisis by increasing access to medication-assisted treatment using the three FDA-approved medications for the treatment of opioid use disorder, reducing unmet treatment need, and reducing opioid overdose related deaths through the provision of prevention, treatment and recovery activities for opioid use disorder (OUD) (including illicit use of prescription opioids, heroin, and fentanyl and fentanyl analogs). This program also supports evidence-based prevention, treatment and recovery support services to address stimulant misuse and use disorders, including for cocaine and methamphetamine. These grants will be awarded to states and territories via formula.

Supporting Vulnerable and At-Risk Youth Transitioning Out of Foster Care

Summary: With this solicitation, OJJDP seeks to support the establishment of a pilot demonstration program to develop, implement, and build replicable treatment models for residential-based innovative care, treatment, and services. The primary population served by such pilot programs will include adolescents and youth transitioning out of foster care who have experienced a history of foster care involvement, child poverty, child abuse or neglect, human trafficking, juvenile justice system involvement, substance use or misuse, or gang involvement. Eligible applicants can provide services to vulnerable and at-risk youth up to and including age 25.

Tribal Opioid Response Grants (TOR)

Summary: The program aims to address the opioid crisis in tribal communities by increasing access to culturally appropriate and evidence-based treatment, including medication-assisted treatment (MAT) using one of the three FDA-approved medications for the treatment of opioid use disorder (OUD). In addition to focusing on OUD, recipients may also address stimulant misuse and use disorders, including cocaine and methamphetamine. The intent is to reduce unmet treatment need and opioid overdose-related deaths through the provision of prevention, treatment, and recovery support services for OUD and, if so desired, stimulant misuse and use disorders.

Strategic Prevention Framework for Prescription Drugs (SPF Rx)

About: The purpose of the SPF Rx grant program is to provide resources to help prevent and address prescription drug misuse within a state or locality. The program is designed to raise awareness about the dangers of sharing medications and the risks of fake or counterfeit pills purchased over social media or other unknown sources, as well as to work with pharmaceutical and medical communities on the risks of overprescribing. Whether addressed at the state level or by an informed community-based organization, the SPF Rx program raises community awareness and brings prescription substance misuse prevention activities and education to schools, communities, parents, prescribers, and their patients. In addition, grant recipients are required to track reductions in opioid-related overdoses and incorporate relevant prescription and overdose data into strategic planning and future programming.

Grants to Prevent Prescription Drug/Opioid Overdose-Related Deaths (PDO)

About: The purpose of this program is to reduce the number of prescription drug/opioid overdose-related deaths and adverse events among individuals 18 years of age and older by training first responders and other key community sectors on the prevention of prescription drug/opioid overdose-related deaths and implementing secondary prevention strategies, including the purchase and distribution of naloxone to first responders.

Rural Communities Opioid Response Program (RCORP)

About: RCORP is a multi-year initiative that addresses barriers to treatment for substance use disorder (SUD), including opioid use disorder (OUD). This program is open to all domestic public or private, non-profit or for-profit entities, including federally recognized tribes as well as faith-based and community-based groups.

About: States are beginning to receive lump sums of money as the result of independent and multi-state settlement agreements with pharmaceutical companies and others involved in the distribution and sale of prescription opioids. With broad discretion as to how these funds may be used, state legislatures are acting to coordinate and direct the uses and disbursement of settlement dollars. Most states with enacted legislation have created legislatively appointed bodies to oversee dedicated opioid abatement funds, though structures and authority over allocation varies across states.

Open Settlement Opportunities

Opioid Litigation Funds

Funds from opioid litigation settlements, like the $75 million awarded to Cherokee Nation by three top drug distributors, can enable investments in behavioral health and recovery resources to help tribal members impacted by the opioid crisis. $26 billion from multidistrict litigation (MDL) settlement funds will be allocated to all 50 states at the state and county levels. In addition to the MDL funds, there are two other settlements that impact multiple states:

  • McKinsey Legislation: $529 million will be allocated to 45 states and distributed by state Attorneys General based on the abatement plan.
  • Purdue Pharma Legislation: $2 billion will be distributed to 15 states and allocated by the state Attorney General based on the settlement’s abatement plan.
